Mary Knoll Church Studies Theodosius Theodosius came to power in the Roman Empire in about 346. He was the first ever emperor to come to reason with religion in them empire. He was often call Theodosius the Great, a term only given to few back in those times. He inherited the throne after the death of his father. He made Christianity legal in the empire. Paganism was made illegal. Pagans could not fight in the army. This diminished the number of people in the army. These could have very well led to the fall of the Roman Empire. Theodosius made these changes at about 380. Christianity was not only tolerated now, but all people within the government strictly enforced it. Christians fighting was kind of ironic because the church before was completely pacifist.
