Where someone at the top of the hierarchy, someone superior lead his people into what he wanted and thought would be better for the community. However leadership in the community should be about having an idea and bringing the people along with you and asking for their support, for what they want. ... 1. ... Basically being highly skilled in finding funding, resources, workers, time and bringing it in to enable people to become active in their community.
