Q 1. What factors account for the rise of Japan’s semiconductor manufacturers during the 1970’s and 1980’s?
The Japanese objective was to build a competitive S industry. Thus the Japanese government (MITI) policy during the 60’s and 70’s was to limit foreign competition and this was done using tariffs, quotas and rejecting all proposals to start foreign wholly owned subsidiaries. ... These policies forced US firms to license their products if they were to gain entry to the lucrative Japanese market; once this happened the technical knowledge spread rapidly thus allowing Japanese firms to become extremely competitive. ... Does the rise of Japanese S companies during the 1970’s and 1980’s indicate that government industrial policy can play an important role in facilitating national competitiveness in industries targeted by that policy?
