The congress will normally put a time limit, more or less seven years for the bill to be approved as an amendment. Majority of the states is needed for the amendment to be valid, meaning a proposed amendment becomes and will be part of the American constitution if it is ratified by three-fourths, or by 38, of the 50 states. The ratification process shall either be conducted for the state legislatures or a state convention. The National Archives and Records Administration have the sole responsibility in administering of the plebiscite. It shall inform all the governors of each respective state. The governor then passes it to the state legislature. Next, we have the constitutional convention which both countries have in their constitution as an amendatory process. The congress in the Philippines may, by vote of two-thirds of all its members call a constitutional convention, or by majority vote of all its members submit to the electorate the question of calling such convention. A constitutional convention is for the purpose of framing a constitution, revising it, or formulating amendments to it for the approval of the electorate. The representatives of the people and all its members shall be elected directly by qualified voters. The representatives now then shall convene after the said election and draft and/or propose the necessary amendments to the constitution.
