They took on a Singapore company, CSA, as subcontractors. i) The Singapore Network Service was created in order to house the enterprise that would run the IT system. j) ECP was founded as a platform to discus last minute design changes between IBM and SNS. Through this SNS IT professional got an early insight in the core components of the IT system. The implementation of the TradeNet system was clearly a big success. A major contributor to this success was the early start the government had given towards the building of IT systems. When the trade system was being built, enough IT professionals were present in Singapore to aid the building of the system. The good communication between all departments about what such a system should do, and especially the building of the ‘Integrated Procedures Report’ was a very bright idea. The selection of IBM was a good choice since they had the technology and experience to deal with projects of this magnitude. The extra studies IBM did to have a very thorough idea about what was necessary was very helpful in making the system a success. The studies of the SNS and IBM were not complete, as is always the case in very complex projects. But all delay-producing changes were deferred through use of the ECP but the most essential changes were adopted and implemented. 3. Compare Hong Kong’s TradeLink initiative to Singapore’s TradeNet. What external factors contributed to its success or failure? In comparison with Singapore’s TradeNet system, Hong Kong’s TradeLink was a complete disaster. Several factors contributed to this complete failure. First of all, the idea of a Electronic Data Exchange was raised by the Honk Kong Trade Facilitation Counsel. They planned the network and than shifted it to the government, which on its part shifted it to the private sector, which didn’t do anything.
