Joseph and Mary had traveled to Bethlehem on horseback because “Caesar Augustus decreed that all inhabitants of the Roman Empire should be numbered, that a census should be made which could be used for effecting better taxation.” (The Mortal Career 122:7.1) All of the inns were full due to Caesar Augustus’s decree and Mary and Joseph were forced to stay in a stable that had been cleared of the animals to compensate for the overcrowding of the inns.
