Out of the two groups the evil grows prominent under Jacks leadership. The children fear what is to happen to the good group and therefore join the easier evil group to be safe. Jack happened to be shaped as an evil human where as Piggy and Ralph were raised as good-natured. The absence of society caused the boys with evil in them to let it all out.
