I believe the road that Afanasii was so focused on building was to symbolize that some were just content not having much especially the elderly who had already gotten used to the way of life with a Tsar. But the youth that were not as well off seemed to be hungry for a change. As Nikolai seemed to be jealous of the way the Solomins lived especially when he lost Anastasia to a distant cousin of hers. I believe this is probably an accurate depiction of most of the youth at the time wanting a change especially seeing such a divide from the rich and the poor. The Solomins were probably not the wealthiest by any means. But the director obviously depicted them as having all the power as Nikolai when he was young had to beg for food from the Solomins as his family could not provide him with the bare essentials.
