...uards in a deal with army general Major-General Muhammad Siyad Barreh, who decided to overthrow civilian government after parliament had became deadlocked in an attempt to elect a new president. This, military overthrow lead to the destruction of the constitution and all 86political parties. The military leaders declared Somalia a socialist state and adopted scientific socialism as a means of which to follow for governing the country. With much support from states such as Russia and Cuba and an alliance with the Arab League, the government endured in the manner into the 1990’s. As the 1990’s approached , so did the end of the military bound scientific socialist party control. The USC (United Somalian Congress) had planned a revolt against the military to take back control and form a more democratic society. This attempt led to mass civil war and a large destruction of the country. After the uprising, Somalia’s government was in shambles, mostly run under murderous warlords who fought each other for what food and goods were left. This carnage has lasted for over a decade now, but not without attempt from outside countries help. Throughtout this time both the United States and the United Nations have sent civilians peace corps, and military troops into Somalia to help aid the effory of recovery for a country with so much civil unrest. These attempts ended in much violence and bloodshed and an unavoidable evacuations of aid efforts, this includes the infamous events of “Black Hawk Down.” Over the years of this civil war the UN and other African states have tried to bring Somalia to some sort of functioning society. Thirteen conferences were held and all failed. The negotiations failed most in part because the Somalians attending the meetings were the warlords ran what little structuralized government Somalia had left. Attempts to rebuild and re-structuralized would interfere with their own personal plans and profits that they made for this total anarchy. Somalia then called a new kind of peace meeting and stretched its modest nation’s budget to the limit, inviting a wide, never seen before cast to the negotiation meetings. The cast of characters who attended these meetings included women for the first time, intellectuals, elders, religious, leaders, exiles, and warlord radical clan leaders. The objective if these meetings are to form and draw out a new foundation for society. The challenge behind this objective is to make it peaceful.
