Algeria faces many other obstacles, such as a 30 % population of Berbers who resist Arab influence. The Berber population was unrecognized by the government until October 2001. Algeria has three major languages Arabic, French, and Berber. Like many emerging democracies, Algeria’s economy is weak with only $1,720 GNI per capita. It depends highly on its main exports of oil and gas with little industrialization. Its overall economy does not seem too stressed, with 22 billion in oil and gas revenues alone, but the wealth is concentrated in the highest officials of the government. The average population lives on less than a dollar a day. Factors like this leave the population in a state Of poverty and with poverty breed lack of education, lack of freedoms, and increased terrorist activities. The government has been under the rule of the president Abdelaziz Bouteflika since 1999. The government is corrupt and despite promises to improve security for its citizens has done little to relieve the constant terrorism and human rights abuses that occur in Algeria. Algeria faces a tough task in the future if it is ever to become a true democracy. Algeria has never received higher than a ranking of a 5 by Freedom House. Algeria at the present time contains hardly any principles that establish it as a democracy. It has had a very difficult time from transitioning from a colony to an independent nation.
