But the mayor still paid people off, blackmailed, and did favors for votes. An example of why it was bad is Tammany Hall when William “boss” Tweed was in power. Tweed got roads and bridges built but still was very corrupt. He would pay off police so they could have an illegal boxing match and in a scene in “Gangs of New York” you see when he forgets to pay off the police and there boxing match gets raided, so they moved the boxing match on to the docks right out of city limits. Tweed got himself appointed commissioner of public works, a position that reportedly allowed him to bill the city $360,000 for a month of work by a carpenter loyal to Tammany.
