The nature of people who are concerned with their social standing is that they don’t like to make any decisions in the case which they are not sure about the result yet, and these people always work in the high levels of their organizations, such as, the managers or executives, especially, in a government. So, we will see that the real reforming always start from people who are in the middle or the low levels of their own organizations and have to face directly the problems which, sometimes, make them be disdained by the rest of their co-workers. And those who are in the high levels will stay behind until they are sure about the result, then they will object or promote reformation that depends on the result will be a drawback for them or benefit them.
