However, America didnt ratify the Treaty of Versailles and as a result wasnt a member of the League of Nations. The Germans were living in poverty and starvation. The government had to pay off large amounts of debts, especially in reparations to France and Britain because of World War One. There were also problems with the organisation of the Social Democrat's government.
