If teaching is considered as a profession, that is as having unique characteristics, as requiring specialized skills and training, as being lifelong and valued career choice, and as offering a high level job satisfaction (Richards, 1994:40), then policy makers should create these opportunities by designing a structure which provides mentoring and counselling for teachers, well–planned courses aiming to meet the needs and expectations, establishing an appraisal system and activating the inspection system to work more effectively in providing support during the implementation period.
