The president wants the schools to examine achievement every year in the third through eighth grades by race, ethnicity, economic background and disabilities so there will not be a group or child left behind. The plan is to provide every boy and girl with a quality education. In exchange for higher results, schools will have exceptional flexibility in how they use federal education funds. Under NCLB schools are able to decide how they will spend their money to make sure all students receive a good education. Schools are able to spend fifty percent of the federal grant funds on numerous programs. This allows schools to focus on the specific needs that their institution requires so students will get the best education possible. They will be able to hire more teachers, improve teacher training, and any other improvements that need to be done. It promotes local control and flexibility by encouraging local solutions for local problems; such as encouraging federal money to be used to solve problems rather than subsidizing bureaucracy. Not only will the school be able to make more decisions but the parents will too. With NCLB, parents will have more of a decision as to what school their child will be able to attend. Parents will no longer be forced to send their child to a school in their district that is doing poorly. With the NCLB school districts are required to notify parents if their child is eligible to attend a new school because their school has been identified as needing improvement or corrective action. They must notify the parent no later than the first day of the school year following the year for which the school has been identified for improvement. Once the parent is notified, they can choose from the list of state approved providers. The local education agency will help parents determine which provider would best fit their child’s needs. In addition to giving them the option to go to another school, the district must provide transportation for all students who exercise their school of choice option. NCLB also caters to low-income families. One of the ways they do this is by giving priority to the lowest achieving children from low-income families. Also students from low-income families who remain in title I schools that fail to meet state standards for at least three years are eligible to receive supplemental educational services. Supplemental services include after school tutoring or academic summer camps. In addition, supplemental services providers must give the parents and the schools information on their children’s progress. While many of the provisions that NCLB sets out are things that will help the child, there are many downfalls. One of the many downfalls is with the accountability system. How well a school is doing or not is determined by testing. The testing happens on one day and one day only. If a child is absent for whatever reason there is no way that they can make up the test and the school is held accountable for that one student’s score which is a zero. Instead of testing on one day, schools should provide a number of make-up days. Also children with mental handicaps have to take these tests that they cannot comprehend. Instead of this, it would be more effective to give them an alternate test that they may be able to understand. Another problem that exists with NCLB is with the part that gives schools the authority to spend 50% of their funds in ways that will improve their education system.
