The proclamation stated that the IS would see European efforts to take over countries in this hemisphere as hostile actions. Initially the US lacked the power to enforce this doctrine. Over the years, we grew in strength until, in the late 1800's we became involved in the Spanish American War. Following the cry of “Remember the Maine” we defeated a declining power. In 1898, the IS became an imperial power. With the Treaty of Paris, we took the Philippines, Guan and Puerto Rico guaranteed Cuban independence. Finally in 1917, the US purchased the Virgin Islands for 25 Million In the early 1900's the US moved to create the Panama Canal. Encouraging a revolution in the Panama isthmus against Columbia we ensured it success. The US spent millions and took 10 years completing this magnificent engineering project. During the came period, the US became concerned that European nations might use unpaid debts as an excuse to take over American countries.
