...r hand affect large numbers of people. Furthermore, society at large is affected by social problems; therefore communities deem it necessary to create remedies for these problems. Once communities determine that a quandary exist and is more than just a human problem, solutions are developed. Most modern cultures have implemented state sponsored benefits to support those understood to have problems that they themselves cannot remedy or affects the general public. State funded institutions have been created with the single minded intention of helping to solve particular problems facing societies. To serve individuals through these institutions the administrators and staff must be trained. Hence, professions devoted totally in this public service have been commissioned. Standards have been developed for these professions to function under to better serve individuals. The moral is not contained in any summative sentence, but it is a plea to move the study of social problems closer to the study of how social movements and institutions affect and are affected by interpretations, the language, and the symbols that constitute seeing a situation as a social problem.
