During his tenure as governor he dropped his opposition on capital punishment, pushed for welfare reform hoping to get people on welfare back into the workforce and off of welfare. He also moved decisively to promote affirmative action—appointing more African Americans to state boards, commissions, and agency posts than all of his predecessors combined.
