The target population for the program are low-income families, where the mother is either pregnant or has children under the age of 5. To be eligible to participate, mothers must be currently enrolled in the WIC program to receive coupons for fresh fruits and vegetables. The program’s goals are to provide nutritional education by emphasizing nutrition to areas such as food and health. Political Environment Many groups are associated with the program, some examples are the Food and Nutrition Service of the U.S. Department of Agriculture, and the Supplemental Food Programs division of the Food and Nutrition Service located in the U.S. Department of Agriculture. Also, the Michigan State University Extension Expanded Food and Nutrition Education Program (EFNEP). The Farmers Market Nutritional Program or “Project Fresh” is administered by the Michigan Department of Community Health (MDCH) in association with the U.S. Department of Agriculture and the Michigan State University Extension/Expanded Food and Nutrition Education Program and the Family Nutrition Program (MSUE/EFNEP and FNP). Fiscal Dimension The amount of appropriation for to the Farmers Market Nutritional Program for 2004 was 22.8 million dollars. The amount of appropriation has varied since its creation; in FY 2003, 25 million was allocated. In 2002, 20.8 million dollars, and 2001 saw a slight decrease with 20.6 million dollars. In FY 2000, funding dropped to 17.5 million dollars. Congress provides funds for the Farmers Market Nutrition Program through a legislative mandate, set-aside in the WIC Program appropriation. Federal funds support about 70 percent of the total cost of the program. There are two types of grants distributed to the state of Michigan. The first is a food grant and the second type of grant is a Nutritional Services and Nutrition Grant. The Farmers Market Nutritional Program grants are administered through a Federal/State partnership where the Food and Nutrition Service (FNS) provide cash grants to State agencies.
