But it has a charming side more effective than the civic republican idea which can be called as passive liberty that is the freedom of enjoying and accumulating property and being safe from arbitrary arrest or being free to express one’s opinions,etc.An economic man arises who doesn’t have any business in politics because of his occupations and enjoys in his private life. Both of these two approaches have deep problems arising either from their requirement of ideal media or necessary conditions which may spoil the main ideal of drawing a good framework of citizenry. For example civic paradigm finds a continous rotation in the office necessary and rejects any important division of labour. Even it’s against any permanent army. And only under these circumstances the main struggle of this idea may convert to a struggle to preserve the polis against the forces within human nature leading the state to a tyranny. Therefore this antibreaucratic and antiimperial ideal of selfrule ideal’s struggle of preventing the formation of tyranny is a second one after the rejecting of humans out of male adults with property from politics. That’s why this idea has great troubles with todays’ conditions firstly because of crys of working classes and women and deep inequlities which may lead the privilaged groups to form tyranny in the future. This approach also requires an economy sustained by noncitizens which again brings the problem of equality. If we have a look at liberal-individualist view we can see its inadequate sides arising from the dominance of economics. Some important questions appears such as the conditions of political disinterestedness, ties between personal material interests and interests of the country and any possible disability in political judgement arising from narrow division of labour. These questions make up the rest of the problems in modern view of citizenship other than finding a good combinations of the two main ideas and active-passive liberties. In addition to these problems the natural tendencies of market economy are always ready to vitiate the ideal of a community of equal citizens.
