Bush believes that education is the key to opportunity and America’s best tool in an increasingly competitive global economy, which means that every child deserves a world class education. President Bush will provide $250 million annually to extend state assessment of student reading and math in High Schools. He wants to strengthen Head Start, Promote Literacy , Continue to fund Research , expand Healthy Start . Senator Kerry has a vision for America education : every child should be held to high standards , and every school should have the resources and the responsibility to meet those standards .every classroom should have a great teacher , every young person should graduate from high school , every young person who works hard and wants to go to college should be able to afford it. Today , our country is not realizing that vision , many schools does not have the resources they need to succeed . Washington is not working to make reform succeed and the children are losing out. One million students are dropping out of high school every year , and since the price of college has risen by 35 % over the last three years, 220,000 qualified young people were priced out of college last year. Senator Kerry wants to continue Reform and put Great Teachers, he wants to offer 3.5 Million After-School and have schools open till six. He also wants to offer a fully refundable College Opportunity Tax credit on up to $4,000 of tuition for every year of college. HEALTHCARE President Bush is working to address the root causes of rising health care costs , rather than shifting the cost of tax payers or forcing Americans into an inflexible , one size fits all bureaucratic system, to achieve his goal he has established new ,tax free Health savings Accounts (HSA) which will allow Americans to own and control their own health care. President Bush will OPENED or EXPANDED community and rural health centers, he will grant waivers and flexibility to states to extend eligibility under Medicaid. A new rule will be implemented to lower drug costs for millions of Americans . A Medicare Prescription Drug Benefit will be created to help seniors pay for their medicines. Senator Kerry believes in affordable ,high quality health care . Over the last three years , family premiums have increased by more than $3,512 and prescription drug prices have grown four times faster than inflation. He has a plan to address soaring premiums and cut Americans a break. .His plan will lower premiums by up to 1,000 a year , cut waste from the system ,lower the cost of prescription drugs to provide real relief to seniors, and use targeted tax cuts to extend affordable ,high quality coverage to 95 % of Americans ,including every child. ECONOMY. In his second term ,President Bush will focus on building more prosperous competitive economy that will continue to be a strong engine for jobs and prosperity for years to come. The essential elements of his plan include the following: reforming education, building a skilled and effective workforce , encouraging a pro -growth ,a fair and a simpler tax system, opening markets for Americans goods around the globe , and he will reform the Government to be smaller and more efficient . President Bush will provide $500 million for jobs for the 21st Century .This will help educate and train high skilled American workers in schools and community colleges . He will also work t make the tax code simpler for taxpayers, encourage saving and investment , and improve the economy’s ability to create jobs and raised wages. John Kerry plans to build a stronger economy in which will create good paying jobs ,and will cut taxes for businesses that create jobs here in America instead of overseas, 98% of all Americans and 99% of American businesses will get a tax cut .He is planning to cut the deficit in half during his first four years in office. He will roll back the Bush tax cuts for the wealthiest Americans , and imposed a real cap to keep spending in check. HOMELAND SECURITY President Bush will build on his record of making America and the world safer.
