But not every colony agreed to this plan and Morris and Alexander Hamilton created “the Newburgh Conspiracy” in which Morris and Hamilton would convince army officers to bluff mutiny until the national treasury got the right to tax, but their plan was discovered and no such conspiracy ever happened and no such taxation occurred worsening the financial position. After Americans won their independence they lost their trading rights in the British West Indies, and New Orleans. Before the war, America had more than half of the northern exports sent to the West Indies but the loss of the ability to trade in the West Indies added greatly to the economic depression already occurring. After Britain lost the war, they created the Peace of Paris which divvied up their land in American and gave New Orleans to the Spanish. Soon after obtaining the land the Spanish cut off all Anglo- American exporting rights in the area. The Americans tried to negotiate but could not and ended up with a failed treaty and did not use New Orleans as an export. The absence of an executive branch left all decision making up to the congress in a unanimous vote. Congressional committees were appointed to over see everything from finance to military affairs. However without a unanimous vote from the colonies many issues like, taxation and many treaties would go unresolved. One of the strengths in the Articles was the Ordinance of 1785 which established a basic unit of settlement a township six mile square.
