...,000. This allows families to put that $1,000 towards higher education, paying bills, and to create better living environments. About 43 million people, or 15.2 percent of the population lacked health insurance during the year 2002 (Public Agenda). Kerry’s plan will give every American access to the range of high-quality, affordable plans available to members of Congress (Kerry-Edwards 2004). This will extend coverage to 95 percent of Americans, closing the gap of people lacking not only health insurance but also low quality health insurance. The number of prescriptions dispensed increased by 65 percent between 1993 and 2001, while the average price of a prescription jumped 85 percent (Public Agenda). Kerry’s plan will reduce prescription drug prices by allowing the re-importation of safe prescription drugs from Canada, overhauling the Medicare drug plan, ensuring low-cost drugs, and ending artificial barriers to generic drug competition (Kerry-Edwards 2004).
