In the beginning of the movie, he uses the power of manipulation to get Hoyt to spoke crack, while on duty. Harris himself had several drinks during the day and drove under the influence. He knew he had his badge to hide behind if he got stopped. Also while on duty Harris, a married man stopped to see his girlfriend and son. While at her apartment he engaged in sexual activity, while being paid with taxpayer money. Through out the day Harris and Hoyt didn’t abide by a few amendments. The fourth amendment is the right against illegal searches in seizures. In one situation, they witness a drug buy, by some college students. They pull them over and use tactics unbecoming of a police officer in order to get them to confess they bought drugs. Yes they had the right to pull the vehicle over, they had probable cause. No they did not have the right into offering to let them go, if they gave up the drugs. They do have the right not to incriminate themselves. In another situation Hoyt tried to stop a rape in progress. He cuffed the subjects, and was ready to call a wagon to pick them up. Harris had other plans for the criminals. He instead beat them up, took their drugs (which he did not turn over to LAPD), and let them go free. Hoyt was pissed off that justice wasn’t served for that girl. Harris just assured him that the girl’s brother would deal them with. Hoyt referred to that type of justice as street justice. Criminals or not, that was a clear display of police brutality. Later on in the day the officers attempt to catch some drug dealers by attempting a fake drug buy. The dealer immediate smells bacon (he knew they were cops). The suspect flees in a wheel chair. They catch him in a wig shop. The suspect swallows the drugs. Harris put an ink pen down his throat in order to get him to regurgitate the drugs. He then plants a gun on the drug dealer. Harris uses psychological manipulation to get the drug dealer to give him information. He knows that the dealer is on his third strike. He threatens him with prison time to get him to tell him who he is selling for, the Sandman. Once Harris finds out the Sandman is the big fish, he serves a fake search warrant to his primary residence. He violates the right to unreasonable searches and seizures. They do not allow his girlfriend to read the warrant, even though she informs them that she knows she has the right to a copy. They do not tell her what they are looking for. Harris unreasonably seizes money from the home without the owners knowledge, in order to pay off a judge, which takes us to a whole other law violation. Once he exits the home of the Sandman he returns fire in the middle of a residential neighborhood, not thinking about the safety of those around him. Harris then catches up with a judge having dinner with some other corrupt people in law enforcement. The week before Harris was in Vegas and beat up a Russian, not knowing he was apart of the mob.
