Clear skies will allow older, dirtier power plants to upgrade (continue running), without having to upgrade pollution controls. In addition Clear Skies may lower the cost of compliance with emissions regulations, but would fail to have any significant impact on public health and especially climate change. As for water pollution, Bush's plan would destroy wetlands that play a vital role in filtering pollutants from drinking water, rivers, lakes and streams as well as providing habitat for countless species of endangered animals. He proposes to redefine water laws that currently protect "isolated" waters under the Clean Water Act so that some areas will be opened up to public use and abuse. Bush's new restrictions on wetland protection enable polluters to discharge wastes without fear of federal interference. Lastly, Bush’s policy “The Healthy Forest Initiative” is designed to thin forests to reduce catastrophic forest fires. In doing so he hopes to fulfill the 1994 Northwest Forestry Plans promise of a billion board feet of wood and 100,000 new jobs. Bush’s tax policy is another controversial issue to many Americans.
